Abstract | PDF (3.5M)

Abstract

The education system of Vietnam has not fulfilled its mission for the development of the nation. The inertia and the mentality of the centrally planned economy have created the situation that nonpublic universities are considered only as one of diversified models of higher education institutions, but not as important forces for higher education development. It is necessary to reconsider carefully and to make important policy decisions to alter the structural composition of non-public universities over the whole higher education system similar to the models of many highly developed countries, and even of some countries less developed than Vietnam. One of important solutions to promote development of non-public universities is the application of the economic problem. This must be seen from both sides: the government role and the investors' role. The existence of non-public universities must be recognized and they should be provided legal conditions to abandon the "application-approval" mechanism and to encourage participation of all social stratum. This is the naturally correct path of development.

Abstract | PDF (2M)

Abstract

Most of higher education institutions in Southeast Asia and in countries around the world are multidisciplinary universities, while Vietnamese higher education institutions are mainly narrow or mono-disciplinary ones. So that when these narrow or mono-disciplinary institutions merge together to form multidisciplinary universities that include natural sciences, engineering and technology, economic, law, medical, education, social sciences and humanities... models of university council should be implemented. University council and university autonomy are very different between countries of continental Europe, England, America and Asian countries... The number of members and organizational structure are different too. World models of university council continue to evolve in many ways. However the model of university governance of a not-for-profit organization becomes more popular and appropriate for both public and private universities.

Nghia D. Nguyen
Electronic version: 15 Nov 2013
Abstract | PDF (860.5K)

Abstract

University entry examinations with three common points have been organized since 2002. Students who would like to study at universities which do not organize entry examinations have to register for entry examinations at other universities which do. Non-public universities share a large percentage of the number of universities which do not organize entry examinations. Organizing an entry examination costs a great deal, requires a great number of experienced examination staff, and must strictly follow many rules and regulations laid down for entry examination. It has been planned that after 2015, university entry examinations with three common points will be terminated to give way for other new types of entry examination that are appropriate with the overall and fundamental education renovation project. The statistical data of students and their examination marks over the last six years do not only show that the universities should continue to promote their images and reputations, but also can help some universities to decide whether or not to organize the entry examination in the future.
